, since I have been asked so often, I would consider any use, where somebody would earn money, like using them on a web page that sold or advertised something for profit.
Non commercial use
would be: any use on your own computer or personal email, in a LAN (small network, like in a library), on a personal web page, a page with useful (... or not) information, in a charitable institution's page (although I would like to know about the latter) etc.
